jOey044 i know it has been a while but just in case youre still wondering, you need to have the Open for Bussiness pack. Then when you get it you have to build a lot in the neighborhood then purchase it with a sign. When in the community lot with your sim you go to the upper right control panel, on one of the tabs you should be able to click "enable wholesale mode". click it then activate the "moveobjects on" cheat to place them wherever.
