As for getting those pictures into the Simsresource via the stories... I take a bunch of pictures in the game, of thinks like the carpet, of a wall or something, and then when I am out of the game, I open up the pictures and thumbnails from the folder EAGames/TheSims2/Neighborhoods/N004(or whatever neighborhood the story is in)/storytelling From there you can open the pictures and edit how you want. I re-size the pictures I want to put in there, to the appropriate size, and paste them on, then save. After that, it should be in your game like that! Hope that helps!
