Well, you're supposed to unpack the .rar folder (same as with .zips) and extract the .package file from inside it into your EA Games/The Sims2/Downloads folder in your documents I suggest getting winrar, it can open a wide variety of different folders like zips, rars, 7z's and more.

I checked and downloaded the .rar including the mesh package (grey image on the site linked to) and it works perfectly for me. There might have been some momentary difficulties, go ahead and try downloading it again
