Yes indeed that's true the cause of this problem is quite easy In th Sims 1 & 2 sealings whern't normaly in the game in the Sims 2 that was almost at the end of the sries .In the EP of Sims2 when sealings came avalible you had to put ithem in yourself  In the Sims 3 they put it already in the game you can't remove it or costumise it. the only thing you could do about it make bungalows and don't put a floor on the first floor.
