When you place the lot down in your neighborhood, the outside lights along the SIDES will need to be replaced (they don't show up/get deleted as the lot is placed).......it's just an annoyance for which I have no control.......you do NOT need any moveobjects or anyother cheat codes to place the lights along the side walls.
I suggest using solid color paints for any ground floor rooms that are attached to the foundation as any wallpaper with a patern to it will NOT look "OK".
I STRONGLY discourage any changes to the structure itself (the walls themselves not the paint) unless you are familiar with CFE code in building; however changing things such as windows, doors, the stairs, & wall paper/paint you can do as you would in anyother lot.
