It is best recommended to place this over 57 Waterfall Way in Sunset Valley town, since, obviously, that's the only lot beside a waterfall.

@Bliss68 - the "Solitude" boat is included in the retail version of TS3. though it only serves as decoration - sadly sims can't use it.
