In order to download using the SimsPack (the box with a person0 just click on it it should then be saved on your desktop when you double click it it installs itself into your game. Many if not most of us use CleanPak installer which is a free program you can find at ModTheSims2.com , and you will also need to get the "CEP" file so that maxis recolors will show up. And a lot of us also use winzip though the trial version is free it is a paid program. I hope this will solve your downloading issue. 
If not thogh just let me know & I'll do my best to help you find an answer.
