Hey! That file isn't actually a sims3pack so it won't open
on the game launcher/installer. It's a package file which needs to be stored
somewhere else. I'm not the best at explaining where and how you install this
so I would recommend you read this: http://www.sims2wiki.info/wiki.php?title=Sims_3:Installing_Package_Files.
This will help you and then the file should work once it's in the right place

As to your question about my sims bodies - I downloaded the custom skins from PeggyZone. Once they are downloaded and installed to your game, they will be automatically used for your sims from then on
