I cannot think of what the heck would be keeping them from using them. The game won't even allow you to place them in unusable slots.  I some times get items that load in a completely wrong spot......like a microwave on the streetlight lol!  And even a phantom object from time to time...I wonder if that happened somehow   I will try loading a copy from here and see if I get the same thing.  I have done a complete reinstall of the game since I built it.   I will get back to you lol!

Is there anything sitting near the base of the steps now?  I test the stairs out before I even submit a lot.  (actually I usually harvest the garden, use stove, tub, stairs, etc to see if anything needs moved)  The bookcases will not work by the fireplace but they are meant to be decorative only.  I am not sure why they would not work for you, they they did when I submitted it.
