What You Will Need
• TSR Workshop 0.8.7 or later (http://www.thesimsresource.com/workshop)
You will need TSR Workshop for importing/exporting your meshes and textures and exporting your final work as a .sim3package or .package. This tool doesn’t make meshes, you need a 3d application for that.
• A graphics editor capable of supporting DDS (I’ll be using Photoshop CS3)
You’ll need a graphics editor to draw your hair textures and save the textues in .dds format. This is the only format The Sims 3 recognizes. You can’t just save your textures in .bmp or .jpg.
• Milkshape 1.8.5 or later
You’ll need Milkshape mainly for bone assignments and because Workshop has Milkshape plugins to export – import .wso files. This format can hold bone assignment information. But for modelling I strongly recommend to use a more professional 3d application like 3ds Max, Maya and Cinema 4d. It doesn’t mean you can’t mesh in Milkshape. But Milkshape has very limited tools to help you get your work done faster, so you’d probably spend weeks in Milkshape to create a smooth and beautiful hair mesh. Trust me, it’s a lot of work!

This program is amazing . You can make your bump maps, specular and normal maps within seconds with this tool. Try it!
Step 1
So, first things first. Install TSR Workshop then go to C:\Program Files\The Sims Resource\TSR Workshop\Extras\Milkshape Plugins and grab the two files named msTSRWorkshopExport.dll and msTSRWorkshopImport.dll. Now go to C:\Program Files\MilkShape 3D 1.8.5 and paste them there. Now your milkshape has TSR Workshop plugins!
Step 2
Now fire up TSR Workshop. Hit Create New Project > Hair > Age > Sex > Clothing Category and pick a hair from there.
Pick a hair that suits your new custom mesh best. If you’re planning to make a long hair pick a long one from the list so you can study how their vertices are assigned to bones and copy them. You can also pick a hair that has accessories like hair clips or hats if your new mesh has accessories too. This will make things easier later.
Step 3
Name your Project, find a unique name for the unique indentifier (for example creatorname_hair_01) find a name for the title and write a description. Since I’m too lazy to fill all those spaces I just paste Ulker_hair_00x to all of the spaces. It doesn’t matter what you write really. Just make sure the unique identifier is somewhat unique!
Step 4
Let’s just save our project in .wrk format and close Workshop. We’ll mesh hair now! Open your favorite 3d application and import one of the example bodies. I’ll be using 3ds Max 2010 and importing the adult female body in this tutorial. But you can do the same things I’ll be doing in another 3d application too. Now group the face, scalp and the body together and freeze them so you don’t move their verts by accident.

and then go about selecting your exported item. Oh yeah to export the mesh so MilkShape can use it, inside TSR:Workshop, goto the Mesh Tabs and click on the box that has a red arrow going out which means to EXPORT. Have fun

i feel like you are leaving TONS of important steps on this tutorial out. i just want to know how you got from point A to pt B to pt C and so on and so forth. You are leaving a big gap in some of your instructions, i had to spend an extra 20 mins on figuring out how and where to find this "female sample body" you are speaking of and then once i found it, how to import it into milkshape myself.
this would have been a really good tutorial if you actually went step by step instead of Assuming that we know what you mean already.
sorry, just a little frustrated here. i probably couldn't have wrote this entire tutorial better then you but maybe when i finally learn how to use this darn thing - i might take a stab at writing a tutorial for dummies, er, beginners like me ;-)!

are going to need to need a 3rd party program to extract the files from
this link. I use bitzipper (http://www.bitzipper.com/) you can
download the 30 day free trial. i've been using this for more then
30days and it still functions fine and free of charge. i don't know if
it will be the same w/you or not. once extracted create a
file somewhere; i created a file in documents\electronic arts\the sims 3
folder and named it TSR workshop projects. Now copy
all extracted files from your 3rd party program (i.e. bitzipper) and
place it in your new folder, which for me, would be 'TSR workshop
projects'. once you do this: open milkshape, go to
file, go to import, now look for "Wavefront OBJ" and click. A new
window will appear, find the path or follow the same path that you
placed the sample bodies in. Per the tutorial above, look for the
AFbody, AF Scalp and the AF Face (pls note you are going to have to open
them all up one by one). once you open the body,scalp and face you
should see them on your Milkshape program. that was as far as i got to...i'm stuck as to where or how to import the
hair i saved in the TSR application. hmmm....

Yamikadze, You don't have to import *.wrk file to the 3ds max. You need to import example body with scalp and face(you can download the *.rar file of them in ModTheSims website, and just unrar them into the 3ds max folder in C disk.)

Unless, of course making a sims hair or whatsoever is a way of
making profit. In that sense this tutorial speaks for itself because
once read I really know that if I want to improve my sims hairs I
will have to buy them, which takes me to another point, what is the
sense of having the TSR Workshop for free if you have to buy
Milkshape, Maya or any other 3d program when you can have Blender for
free? I already have Milkshape and I followed all the steps, I'm not
new in modelling and yet couldn't get anything clear out of this so
called tutorial.

Right, so having the wee bit of a problem of this "guide" that it assumes people have meshes lying around for their use. The problem is that you cannot extract meshes using TSR Workshop meaning you must find another way of doing that. I completely agree with those who are having problems that this guide (along with the one on MTS) simply assume most users already know what tools to use etc to make things work for them and that is honestly, plain laziness. I can't get the model to show like in this tutorial when opening the .simgeom file in Milkshape making designing quite hard. It says it is missing bone structure even though I extracted the bloody thing using CTU (and it's not even the thing I want to work with!).
Maybe not the right place to rant but I am honestly getting tired of all the useless guides on the internet with their lack of clarity for people who just want to make some simple hairstyles for their sims. I completely understand that TSR Workshop as a program is not meant to allow to change the meshes as it is not a 3D program but that aside, adding a lot of features like extracing meshes, being able to load existing custom content that is not yours but somebody else's just like SimPE would make life so much simpler as so many stupid unnecessary steps would be reduced.

Hit mesh Tab and click icon next to <Very high level of Detail>
and save as .obj file then you can import your hair in 3D Max

you can't import the TSR .WRK files into milkshape. go to the workshop and open the tab "mesh" there you can export the different types: High Detail, Low Detail and High- Low Shadow. that are milkshape importable files.
that's how far I got right now. google milkshape for a 30 days trial version...
