The Downtown Centre is for use when you want to go Downtown and want to see a ton of people in one place just for fun or to meet new people for your Sims. I have mine set to Visitors Allowed and people come to use the In-Game buildings as well as the buildings I've created.
Replace the big park in the centre of your town with this Downtown Centre.
You may also remove the Bookstore, Bistro, Pool, Grocery Store and Movie Theatre for more room for you to create downtown lots or houses as they are all included in the Downtown Centre.
The Centre includes: Sims made stores listed above (Bookstore, Bistro, Grocery Store and Movie Theatre) as well as some buildings/areas that I built such as: Bathrooms, Shower room, Library, Skill area (logic, painting, etc.), Park, Pond, Parking Lot, Picnic area, Pool area/eatery, and a Theatre/Game room.
As I originally created this centre for myself, there is some custom content but content that if you don't have, can easily be replaced with your items. Although I suggest you download the content as it is all free.
