Hi and welcome to TSR!

I'm not sure that I know what you are asking,as we cannot put 'ceilings' on halfwalls . . . . but if you mean the decorative bits on top where the roof would be, and the connectors for the tall features? then it's not too difficult. You need to turn on the cheat 'placefriezes on' by clicking on control/shift/c together and, when the cheat console band appears in the top of your screen, typing in those words [without the quotes and exactly as they are here] and pressing Enter. You may then put a foundation on a higher level than the ground, where it would normally be set. The result looks like a covered halfwall, but it isn't!
You may need to do some small action before the cheat actually comes into play .. . . after the game accepts the cheat, I usually just move the garbage bin a fraction and then put it down again . . that works for me! When you have finished using the foundation, close the cheat by the same means, substituting 'off' for 'on'. . .and you may need to do the extra small action again to complete the change.
