If you really want to keep the lot, use the cheat: changelotzoning residential, save and go to neighborhood. Re-enter lot, decorate at will. Then do changelotzoning apartment base, save and exit, that should make it apartments again. Might have to do the save and exit a few times, but you'll know (the different mailboxes should be your clue).
