Type in the window boolprop constrainfloorelevation false. Hit enter. Use leveling tool in build mode to flatten the area. Go back into cheat window and type boolprop constrainfloorelevation true. Hit enter and you're done. I have repaired it in my game and will reupload a fixed version as soon as I find out how. My apologies!!
