*Updated Apr 12/06* NOW WORKS WITH OFB! NO CHEAT CODE REQUIRED! Sims will use the shelf to put down mail. Place the cover on top of the mailbox. When using design tool in buy or build mode, click on the shelf to change its color. Found under Miscellaneous in game catalog.

I have something like this without the shelf in Sims 1. The shelf is a great idea! I'm no mesher, but have an idea that builds on this one: Instead of a wooden shelf, make something at the base that is found naturally such as a rock or a toadstool.
