To answer your quesion, the only way I know how to get your sim to become a witch is to have your sim meet a witch by visiting a community lot and waiting for a witch to show up there. The witches arrive near the phone booth. The dark witch shows up at night and is preceded by storms and rain, and the light witch shows up during the day (duh) Once your sim has met and greeted the witch, your sim will be able to contact them by phone. Get your relationship level to 70/20, click on the witch and request to be taught the dark/light arts. Then you'll be given a cauldron and a spell book to begin your conversion. Hope that helped.
