Clean Pack Installer is a program on MTS2(Mod the Sims 2) that opens up your packaged lot and makes sure all the Custom Content will install properly. It is also a tool to use so that when you download a lot, from someone other than me because I do this in advance, you can "clean" the lot of any unwanted items before you install. Some fansites don't do this and you end up with hacks, recolors, meshes you don't want and are not intended for the lot you download.
