What I did was divide the folder into parts and put them on cds. Then I just put the cds in my other computer and copied all the files into the downloads folder. If there isn't a downloads folder in the place where it should be, all you have to do is create a new folder and name it Downloads. The game will automatically know it's there. Also, in your settings, you may have it to where the catalogs do not display the custom content. Look there while playing one time and see if it does. Make sure to turn off the notice that pops up before you choose a neighborhood to play also. I hope this helps, and if it doesn't go ahead and send me a message and I will do my best to help you.
