It sounds like some of you may be trying to extract it to the actual drive that the game is in? This will give a message along the lines of "Access Denied" or "Unknown Filepath".
Now I don't know if this will help but here is how I installed my Content Manager.

1. After you accept the terms on the Sims 2 site and pick the language that you need, select 'Open'.
2. Now you should see 2 folders, double click the second one.
3. Select the folder that reads 'The Sims 2 Conte....'
4. Click 'Extract To'
5. Click the plus next to the 'My Documents' folder.
6. Now click the plus next the 'EA Games' folder.
7. Highlight 'The Sims 2' folder.
8. Now click 'OK'.

The Content Manager should now start installing, and like some people already stated, you have to be patient it may take a few minutes to gather all that information.
Hopefully this works for at least some of you. I discovered this strictly by trial and error and finally got it! Good luck to everyone.

I have tried different ways of downloading this now,( I put the folder into my Sims 2 folder) and it still does the same thing. It executes, and I see the progress bar start to fill, and then I just get a message that only states "Error!"
This really doesn't help in finding out what the error is, so that it can be rectified.\:\(
I really need to clean out my Downloads folder of un used content.

Extracted to C\:Documents and SettingsJenniferMy DocumentsEA GamesThe Sims

There doesn't seem to be an actual installer file and some of the files in the archive overwrite themselves when you just extract them to that location.

This really boggles me - I'm just not understanding how to get this thing to install!

I am sooo glad to know I am not the only one having this problem. Not being stupid in the world of computers and downloading, I have to admit this stupid program has me beat. I have never since I began "simming" with the Sims1 and downloaded my little heart out, had issues downloading anything, from objects, to programs. I can not get the stupid thing to install, and actually work at the same time. It begins to load and I get that stupid "Error" message, which I have to say is all kinds of helpful, given it doesnt say what that error is. I have followed every suggestion on this topic, on this site and on several others. I am starting to think its not the installer thats the issue here. Perhaps there are issues with certain systems running the program, or who knows how many hundreds of other possibilities there could be. I began thinking that when I installed the same program into a computer older than the one I use for my personal use and it actually did install just fine. So while I can't offer any suggestions to help...I offer my empathy.
