Yes it's possible, assuming you've got a transparent tile for your Sims to walk across (and Seasons, if you want the fish!). Just dig a deep enough pond (ideally a minimum one and a half walls), enclose it in a foundation then lay transparent tile on top - and that's all there is to it!
