I think it's part of one of the expansions or stuff packs that is the rich/posh stuff like the curtains used in the screenshot. Either the vintage or get famous pack I think. Unfortunately it's been awhile so I can't remember if it was that or someone's CC. If anyone else can confirm it'd be appreciated.
